Background & The Challenge
In response to the Regulatory Reform Act, the Financial Services Authority (FSA) was set to undergo a significant organisational transformation. This restructuring required the division of the FSA into two new entities: the Prudential Regulation Authority (PRA) and the Financial Conduct Authority (FCA). With this change, a critical leadership role emerged—the Head of Property and Workplace. This individual would be responsible for developing and implementing a comprehensive and cost-effective relocation strategy for over 1,100 employees. The challenge was not only to find a candidate with the right technical expertise but also someone who could navigate the complexities of such a significant organisational shift while maintaining high levels of employee satisfaction and operational efficiency.
Our Approach
Understanding the Role:
We began by thoroughly understanding the unique demands of this role. The Head of Property and Workplace would need to lead the relocation of more than 1,100 employees, with the largest single move involving 650 individuals, all while ensuring minimal disruption to the organisation. The role also required someone capable of developing a strategic framework to manage the transition effectively, including aligning the team with the new organisational structure, focus, and culture.
Targeted Search:
Given the critical nature of the role, we conducted a targeted search for candidates with proven experience in large-scale relocations, strong leadership skills, and a deep understanding of facilities management within the financial services sector. Our search spanned both the public and private sectors, looking for individuals who had demonstrated success in similar high-pressure, high-stakes environments.
Candidate Evaluation:
We employed a rigorous evaluation process to identify the most qualified candidates. This included in-depth interviews, comprehensive assessments of their previous project outcomes, and evaluations of their ability to manage complex transitions. We also assessed their leadership style and cultural fit with the new organisational structure of the PRA and FCA.
Client Collaboration:

The recruitment process culminated in the successful appointment of an outstanding Head of Property and Workplace. The selected candidate not only met but exceeded the FSA’s expectations, leading the relocation of over 1,100 employees at a cost of less than £100 per person—a remarkable achievement. The candidate’s strategic approach and meticulous planning resulted in an impressive 98% customer move satisfaction rate, reflecting their ability to manage large-scale projects with precision and care.
